Taiwan braces for typhoon Sepat
by Yong Peng (ypong001(a)yahoo.com) [AUS:IP logged]The typhoon Sepat is heading northwest towards Taiwan. With a radius of 250km, Sepat covers an area of 196,250km2 -- greater than the area of Taiwan.
Heavy rain is already causing flooding in Tainan (台南), Kaohsiung (高雄) and Pingtung (屏東).
Tzu Chi had already set up emergency relief centers in 12 cities and counties across Taiwan.

124.148.53.4 [AUS]Sepat reduced its strength and speed as it moved away from the Penghu (Pescadores) County, and headed towards Fujian province. Rain and windy conditions will continue in Taiwan at least until Sunday morning. So far, no casualty has been reported in Taiwan.
Sepat made landfall on Sunday morning at 2am local time in the Quanzhou city of Fujian. Heavy northeasterly wind affects the whole of Fujian, storms in its coastal areas and heavy rains in other parts of the province.
Parts of Zhejiang and Guangdong provinces are also affected by thunderstorms.

At 11am, the eye of the typhoon had moved out into the sea, heading towards Kinmen and Matsu islands of the Fujian province.

All domestic flights for the day have also been canceled. Ferry services between Taiwan and Mainland China are suspended for two days.
Sepat had brought rain up to 1.5m in the Philippines, bringing its capital city Manila and surrounding provinces to a near standstill for two days.
The super-typhoon is expected to leave Taiwan late Saturday, but if it started to slow down, it will continue to affect Taiwan until Sunday.
In China, the southeastern province of Fujian is bracing for the typhoon to make landfall on Saturday evening or Sunday morning, the official Xinhua news agency said.

強烈颱風聖帕（SEPAT）暴風圈即將籠罩全台，中央氣象局公告台灣各地（含綠島、蘭嶼及澎湖）均應嚴加戒備，防強風暴雨。證嚴法師於今（17日）早呼籲，聖帕強颱方向、位置直撲台灣而來，人人不要掉以輕心、不要疏忽，好好做好防颱準備，守好家庭、家園，沒事不要出門，並虔誠祈禱，人人平安無事。
重視防颱措施勝於搶救，慈濟基金會因應慈濟大型急難救助志工動員機制，先於花蓮本會成立「總指揮中心」，從昨日到今日陸續於全台十二個縣市的慈濟分會及聯絡處成立「急難救助合心協調中心」，展開社區關懷行動，呼籲民眾要做好防颱準備，提醒備好水、食糧與手電筒，固定好易受風吹落的物體，注意各處排水孔，並勿前往水邊及山區活動。十二個縣市的急難救助合心協調中心，將隨時回報本會總指揮中心各區狀況，建立訊息網路連結的暢通。
未來將隨著颱風動向，針對颱風警戒區域，慈濟基金會將評估各地災情需求於地方成立社區協調中心，並將在安全時間、安全範圍內召集慈濟志工進行勘災，依其實際需求發給生活包等物資，傳達急難中溫暖的關懷。
慈濟基金會慈濟志工與職工，團結一心，各司其職，在第一時間做好萬全準備工作，以備受災民眾不時之需。從採買生活用品，打包災難救助生活包；一一消毒環保碗筷，待命製作便當；橡皮艇放壓再充氣，救生器具檢視整理待命；車輛準備，應急金等準備。截至目前為止，慈濟基金會至少已經準備五千份生活包因應風災需求，並與全台各地礦泉水協力廠商聯繫好，隨時補位。
